Cant add bluetooth controller after Remove Failure

My xbox controllers would not connect so I went to remove them and they would not leave. I kept getting Remove Failure. I got rid of them though control panel and device manager. Bun now I cant add them back. No Controller I have tried Xbox or not will show up.

Laptop - Dell 9570 - i9, 32GBs of Ram, 1TB SSD, GTX 1050Ti, 4K screen.

 

VR computer - i5 3570K - 8GBs of Ram, GTX 1060
