Decent Air Cooler or Cheap AIO?

I'd say decent air cooler. You can always upgrade later if you need to.

When you're in the price range of a 120mm aio, a decent air cooler, such as the Scythe FUMA 2 is almost always going to outperform it. What CPU are you going to be cooling, and do you plan to overclock? 

I am NOT a professional and a lot of the time what I'm saying is based on limited knowledge and experience. I'm going to be incorrect at times.
