I'd suggest you watch a basic GPU overclocking guide. In simple terms, increasing the core voltage gives the card more power to work with, at the cost of increased heat output. This typically means that you can reach higher clock speeds on your GPU.

does it use more power? 550w psu. I am worried about my psu not being enough.

Yes, overclocking does typically use more power. But you shouldn't worry too much about it. If it's a half-decent PSU, it'll just shut down if you draw too much power.

is setting 100% core voltage good? or like 50%

If you're not overclocking, don't touch it. If you're overclocking, follow a guide, and slowly increase it to reach higher clock speeds.
