GPU is at 100% usage while having clips enabled

So this has never happened before, but i just got done rendering a video, and i checked my gpu usage and it was at 100% (nothing besides brave is open), and i turn off AMD Instant Replay and it goes back down to like 20%. My question is; does anyone know why Instant Replay is causing this? (gpu: RX 580, and ive resarted my pc like 2 times).

Ignoring how awful task manager is at representing GPU usage usually, I'm sure if you go to the performance tab pretty much all of the notable usage will be under video encode.

This is all I see when I open performance, so im confused as to where the 75% is coming from. (plus my pc was being SUPER laggy so i dont think its just a task manager bug)

¯\_(ツ)_/¯ Welcome to the WaCkY wOrLd of PCs and task manager. If your PC was shitting its pants, then who knows what it could even be. Could be AMD's drivers being their usual Koalatea garbage, could be Windows dicking things up, or if you've got it set to use your OS drive it could be that wheezing along.
