Can't open apps from Start menu

I downloaded a software named 'HD uninstaller native.exe' for completely uninstalling 'bluestacks emulator' and now the problem is when I open this software nothing happened just a windows poped up and showed "BlueStacks uninstalled successfully".. but from then some of my start menu apps including File explorer, This pc, cmd etc. app doesn't open....the app icons are there bt not opening only from Start menu .

Without knowing EXACTLY what this random piece of software did to your PC, it'd be impossible for anyone to know why your system is now seemingly broken. Since the origins of this software are unknown, you should probably backup your data and perform a clean Windows installation, as it's uncertain if the software contained malware. This is why it's not a good idea to run random software found in YouTube video links.
