Games, programs or workloads that it will be used for: Fortnite, GTA V, Video Editing, Clipping Software, Streaming. 

Other details: My current build is:

 

- GPU: Sapphire Nitro+ RX 480 (4gb)

- CPU: i5-4460

- MOBO: H81MHV3 MoBo (LGA 1150)

- PSU: CM MWE 550+ Bronze

- Sharkoon TG4 RGB Case

 

I also want to be able to stream fortnite in 144 fps, and whether possible in endgames too.

 

I most likely want to upgrade my: Ram, Mobo and CPU.

If you can go 25 over budget this would be a decent option

You should. I would say your GPUS encoder may be better but 108060 should be fine
