I finally joined pcmr by getting myself a gaming computer which happens to be a HP omen 15 with Ryzen 5 4600H and GTX 1660Ti. Now my question is, that the 4600H has a base speed of 3GHz but it drops down to even like 1.38 GHz while normal use ("normal" as in while web browsing and light tasks), so I just wanted to make sure that everything is right with this processor ?

If it goes back up while gaming thats fine. Typically proccesors drop clock speeds due to temperatures but if you experience normal temps and normal clock speeds under load, it might just be weird bios settings

Yep, it's normal. It's a power saving feature used on pretty much all modern laptops/mobile devices.

I have a 4600H. It is normal behavior. It normally hovers around 1.6 - 3GGHZ while idle, and while gaming it boosts up too 4

In the power settings, in the control panel there are 2 power plans. One is "HP Reccomended" and the other is default windows Balanced, which one should I use ?

Most likely either one is more than fine.

 

CPUs in almost everything today have a 'rated speed' of 3GHz, or 4GHz or whatever, but drop down to 1GHz or something crazy low, because they use less energy to operate at that speed.  

And that means the Fan will be quieter, making your whole PC quieter.

They will step up to full speed in a matter of a second, if they need it for something.

Yep, yesterday I stress tested it by playing minecraft at the highest settings possible, bear with me, I was someone who had previoulsy only used i3s with 2 cores and speeds near 2-2.3 GHz and 1nt3l hD gR4ph1cS, so using a machine that is much much more powerful was a whole new experience for me, as the CPU sped up to like 3.7-4GHz. And minecraft was the only game that I had downloaded and installed. I also used CPU-Z to stress test it and the scores were comparable to a 2700x, which I was happy with as I was planning to build a PC with a 3600 or a cheap 2700/2700x but then College, so you have to move from class to class and then to the dorm......so I decided to buy a laptop.

BTW, was it a wise decision to buy this one(4600H + GTX 1660Ti@ 1080p 60Hz + 16GB @ 3200Mhz) for 1100 USD instead of an omen 15 with i7-10750H and RTX 2060 + 16GB Ram for 1640 USD ? (Prices are in my market region after taxes) I didn't go for the Intel one due to battery life and heat output concerns

Also is there any way I can tune the RAM timings as the CAS Latency is around 22 which is very weird and also one module is from Micron and the other from SK Hynix (I installed the SK Hynix one as micron modules weren't available) ? And Can I use MSI Afterburner for this laptop GPU ?

Not without getting into BIOS. And with most laptops/AIOs thats locked to prevent unguided use.

Why? For fan controls? Or just monitoring? Because there's little to no point manually controlling options with stuff where cooling is part of the problem.

E: Actually that might not matter since I expect that you can't adjust voltage anyway.
