Streaming with Restream problems

Hey there I'm trying to stream on Restream and at times the stream will lag and it will drop a bunch a bunch of frames.

Anyone know maybe if the issue is that it's not using the GPU or something and how do I change it to use the Nvenc encoder since I have an RTX card.

Without any experience of how it works, I would say that if you use just browser, you are limited to CPU encoding. If you use OBS or other software, then you can select to be using NVENC instead.
