how to install net framework 3.5 OFFLINE widows 10

I want an offline installer for this, when i try to enable it in control panel it sys it wants to download it, i don't want a web installer I need an offline installer so i can run my programs offline if need be.

I tried that yesterday, trys to get me to install from web when i run it, makes no sense, Im on windows 10 build 20h2.

I found a way, it took me hours to find a solution. I had to use command prompt to update from install media. I have the command in a text file for copy and paste and a read me with it for future use.
