Task bar not working

as in the title only right clicks work no search or start menu or volume nothing 

I have run sfc /scannow, DSIM, the registry, and a restore point i am stumped

did you delete it from C:\ProgramData\Microsoft\Windows\Start Menu\Programs or have you deleted this file (from C:\Windows\system32) or at least renamed it or replaced it mistakenly???

no my problem is the task bar
