When I play fortnite/valorant i see my CPU usage at 75-90 and my GPU at 0-4 usage I reinstall my drives my windows is on the latest version. It's really annoying because if I have chrome open my CPU usage goes to 100% and my games start to 

freeze 

specs-

I5-9600k 

rtx 3070 fe

16 ram 3000mhz

600 power supply 

asus prime z390-a

check your Nvidia drivers settings. With fortnite, it does not switch sometimes.

 

Also, make sure that your video output is FROM YOUR GPU, not THE MOTHERBOARD.
