Does windows scaling affect video quality?

I was playing around with YouTube and opened up the "Stats for Nerds" option.

I have a 1440p and 1080p monitor, and both are running at 125% scaling in windows display options

When I looked at the "Viewport" section of the YouTube stats, it said I was running at a lower resolution that is upscaled (for example, 2048x1152 *1.25 instead of 2560x1440)

I understand that this is due to windows scaling and multiplying the numbers will give me 2560x1440, but does this effect the actual video quality I can see?

Would the video quality (even outside YouTube, say Netflix or VLC) be better if I ran my monitors at 100% scaling instead?
