Let's say I buy 2x16 Crucial Ballistix @3600MHz CL16 16-18-18-38 Dual Rank Micron rev. E and another Crucial Ballistix @3200MHz CL16 Dual Rank Micron rev. E 16-18-18-36

My question is: Can the 3200MHz version reach the the same speeds as the 3600MHz in terms of OC just as the 3600Mhz version can?

my corsair ram is a 2400 and that I've gotten to run at 3000 so it could be possible

I am currently using cheap rev-E memory, which was rated for 2666MHz  and came with a bare pcb. I have it overclocked to 3933MHz. The timings aren't the best, but goes to show that pretty much anything is possible. Mind you this is on an old X370 board. My best guess is that it will be possible to overclock it to match the 3600MHz speed of your other kit even if you need to loosen the timings a bit more. What board and processor are you going to be pairing the memory? Considering that you are targeting the 3600MHz mark, I would assume it is Ryzen. 

 

One more thing, are you sure the kit that you currently have is dual-rank and that so is the other kit that you are looking at? Most new 16GB memory sticks are single-rank.

A B550-F STRIX Motherboard, with either a 5800x or 5900x. I'm sure it is dual ranked, the code for it is M16FE which suggests it is Micron rev. E

You have chosen quite a decent board for memory overclocking and overclocking in general. Should be able to clock a rev-E kit to 3600MHz even if it requires a bit more tinkering on your side.
