after googling this is the answer

 

Radeon R9 280X was announced on September 25, 2013. it is based on the Tahiti XTL chip, being a slightly upgraded, rebranded Radeon HD 7970 GHz Edition.   Radeon R9 280 was announced on March 4, 2014.  it is based on a rebranded Radeon HD 7950

 

280x = 2048 cores

280 = 1792 cores

And its gonna be more expensive than the 280x cause the 7950 was better at mining than the 7970

the 280 is 300 and the 280x is around 350-400

First is a 7970, the second is a 7950.
