Something like this should work it wont really run Cyberpunk very well will have to drop to Medium or Low but you'd need another $200+ to get a GPU  that would do Any RT or Ultra settings (plus none of those exist right now anyway)

Country: Australia (Melbourne)

Games, programs or workloads that it will be used for: Blender, rdr2, COD, school and cyberpunk 

Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc): I would quite like to play games like cyberpunk and rdr2 at 30 - 60 fps and higher frames for games like cod and r6. I am new to pc gaming and don’t have anything yet. Thanks 🙂

I agree wholeheartedly with this list except the PSU. You can land a Corsair CX450M (gray-label) for $5 more.

I enjoy buying junk and sinking more money than it's worth into it to make it less junk.

Here’s my list. This has a much faster graphics card compared to the other one posted (around 80% faster)
