Pretty sure your GPU isn't being stressed at those settings. That's probably why the clocks are so low.

What's your CPU? 

 

Answer while also downloading this : https://www.guru3d.com/files-details/display-driver-uninstaller-download.html

 

Restart your computer in safe mode (in case of windows 10 otherwise google how to restart in safemode: by clicking on the windows icon of your taskbar then click on the "power" option which whill reveal options such "shut down" "restart" "sleep" 

 

hover your mouse on the "restart" option (DONT click it yet) press the shift button on your left of your keeboard and hold it for like at least 5 sec (dont remember the exact time hold for a few seconds just to be sure) then click on restart. 

 

Once you are booted in safe mode run DDU and completely clean any drivers amd or nvidia (its the default option if I remember correctly but just look for a complete clean option) 

 

then restart your computer and visit https://www.nvidia.com/Download/index.aspx fill the options and download the game ready driver (next page is should have a WHQL next to the driver name) 

 

install it. 

 

restart your computer normally. 

 

Then before starting rust do this on steam: https://steamcommunity.com/sharedfiles/filedetails/?id=760447682

 

After that start rust 

 

If nothing changed then download OBS from here: https://obsproject.com/ 

 

do this and chose the option to advance (see the video to make sense of that) 

 

capture your screen with OBS using nvenc while you are playing the game 

 

How to do that? 

 

upload it and link it here for us to see whats going on.
