Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc): my cousin is building his first pc need advise on parts he cares about looks and monitor,keyboard,mouse and headset or speakers(which ever is cheaper) needed.

Can you save up more? If you buy a GPU and peripherals with your current budget the best you will be able to do is a Gt 1030

check for youself on PCP. There is no 1650 Super that will fit in the budget because of the inflated pricing.

The OP would be better off with a PCPartPicker build that YOU made, so please just make a build for them.
