No, that's a software-issue. I have no idea why your system does that, though. Have you messed around with binding tasks to certain cores or used some "optimization software?"

if im not wrong 2nd gen i3's have 2  corres

What software have you been using to test? It likely is just a quirk with the software as WereCatf pointed out.

2 cores and 4 threads, so most programs would either use 1, 2, or 4 threads unless specified
