First of all, 2.9 is the base clock for the 10700, it can boost to a higher frequency. 

Second of all, there's more to a CPU than just frequency , the IPC (Instructions Per Clock) are much better on Sky Lake-Comet Lake than the IPC on Haswell CPU's, things like IPC, FPU performance and more things (On top of Frequency.) determine the CPU's performance.

That is just the base speed of the i7. When staying idle doing nothing it will hover around the 2.9ghz mark. When it’s under load or you actually do something (like playing a game) the CPU will turbo up to a much higher speed (think it’s around 4.9ghz)

1. Faster clocks =/ "better" or "faster" cpu

2. You're comparing the boost clock of one CPU to the base clock of another, in a sense. the 4170 as far as I can see is just capped at 3.7ghz. The boost clock of the 10700 is 4.8ghz. 

I am NOT a professional and a lot of the time what I'm saying is based on limited knowledge and experience. I'm going to be incorrect at times.
