For what you want in a PC... it starts with what you want the PC for, or what you want it to do.

Like when you buy anything, you determine what you are using it for, then get something that can do it.

So, what do you want a PC to do?

"Do what makes the experience better" - in regards to PCs and Life itself.

It’s all about what you are using the pc for. If your watching YouTube videos at 1080p you don’t need an RTX 3090 and a 8TB SSD

AMD vs. Intel is driven by budget and usage targets for the computer. AMD still appears to be the value king for productivity, but gaming is a lot closer now with the Ryzen 5xxx series CPUs. But, prices and availability make that a challenge right now.

Unless you KNOW you need ECC RAM, then you don't need it.

PCIe generation doesn't matter right now as nothing really saturates it. Gen 4 may become more beneficial for direct-storage features in the future, but right now this should not be a decision factor since it's a ways off from being widely adopted by games.

Component brand is down to personal preference and price. So it cooling, cases, RGB, etc.

Now vs. wait... that's going to likely be made for you as stock is limited on many components right now.
