Well when did you check the clock speeds? A lot of the time a CPU will lower it's clock speeds to reduce power draw and heat output when it isn't at a very high utilization. If you were only looking at the clock speeds when you were idling in windows, I'd suggest checking the speeds after a few minutes- while still running cinnebench, Prime95, or a different benchmark that utilizes the CPU, or a decently demanding game while you check.

I am NOT a professional and a lot of the time what I'm saying is based on limited knowledge and experience. I'm going to be incorrect at times.

I loaded both valorant and fortnite and no change

Were you actually in-game, stressing your CPU or did you just load in, quit, check the utilization, and call it a day?

Valorant would run on an EZ-bake Oven so I wouldn't expect to see the CPU stressed by it much. To get meaningful information we would need to look at the CPU clocks during actual gameplay of a game that's at least somewhat demanding, or during a CPU test like Cinebench. 

 

If you're not actually seeing a downturn in performance in any game or application you use, who cares what clock speed the CPU is running at?

Corps aren't your friends. "Bottleneck calculators" are BS. Only suckers buy based on brand. It's your PC, do what makes you happy.  If your build meets your needs, you don't need anyone else to "rate" it for you. And talking about being part of a "master race" is cringe. Watch this space for further truths people need to hear.

I couldn’t load a fortnite game since it was lagging bad, so yes there was a performace decrease and it was very noticeable

Well, that's new information you never provided before. 

 

What power plan are you using? Are the AMD chipset drivers installed?

Drivers are Installed and I’m using ultimate performance plan. I think I may have found the solution, I turned off fast start or whatever it’s called in power settings and so far so good.
