Undeletable file

Boot into safe mode and delete it.

So I installed a Windows 8 theme a while ago, didn't like it and uninstalled. It left this folder on my dekstop

7ENp0.jpg

 

When I try to delete the folder I get:

7ENpv.png

 

Digging in there, there is only one .dll file left:

7ENq7.png

 

When I try to delete that, it says it's open in program xyz. This time is just so happens to be Windows Explorer

Other times it's chrome, my LTC wallet, MSFT Outlook, or anything it can attach to to prevent me from deleting. Any idea how to kill it for good?

Another option: 

Go to local users and groups (in administrative tools which is in Control Panel)

Enable Administrator account (the Built-in one) and give it a password.

Log into that account. 

Nuke everything you don't want in your account.

Switching users is faster than reboots most of the time.
