99% usage GPU??

FINALLY! I figured out the problem. It was a stupid setting that I just recently remembered putting in. There is a setting in Dell Power Manager that you can change from Cool, Optimized, etc. I remember setting it to cool when on battery and never changing it back. So I changed it back to optimized and now the problem is solved and back to normal!

So I this problem started yesterday. Whenever I start a game, it usually is normal, with around 70% usage and ~120 FPS. However, after a few minutes, the usage goes to 99% and fps to 30. I tried updating Nvidia drivers, no luck. I think it may be a problem with GeForce experience but I don't know. Does anyone have any tips? CPU usage is normal. Temps are also completely normal. 

 

Specs:

CPU: i7-9750H

GPU: RTX 2060

16 GB

This looks at first glance like a bottleneck but there is no way that a 2060 bottlenecks a 9750 anywhere near that hard.

If you turn graphic settings down, does usage go down, but CPU goes up? 

Did GeForce "optimize" your games when you updated drivers to higher settings?

so before updating the drivers, I tried optimizing the game, and I think that is what may have messed it up. I tried setting it back to default, uninstalling and reinstalling, no luck. Usage just stays pretty constant no matter what I do. This is especially weird because I start playing for around 1 minute or so fine, and then it suddenly skyrockets to max usage and low FPS. This has never happened before.
