I recently received all the parts except my case and decided to build my new PC on the MOBO box just to test and make sure everything works. After getting into the BIOS and resetting the date and making sure everything was detected properly I saw my CPU was (In the BIOS) at 35 Degrees Celsius. I Know that this is an acceptable temp for being in the BIOS. I want to know how good of a temp this is. I do not have windows installed so I dont have detailed temperature info. I am using a Ryzen 5 3600 at stock speeds with the stock wraith stealth cooler. (Stock Thermal Paste) How good is 35c? I have yet to see what it go to under load. Just want some opinions!

Thats 95 Fahrenheit for being in bios that's pretty hot  usually you want to be in the 70 and 80 degree range in fahrenheit  the stock cooler should be fine even with stock thermal paste.

A normal CPU temperature is at best subjective since it differs from one manufacturer to another. There are also differences between models; thus, it can be hard to identify a temp that best represents the ideal temperature for CPUs. 

Computers, though, like any other machine, perform best when they remain cool. As long as the CPU temperature does not surpass agreeable limits, you will notice that it handles its tasks efficiently when it stays cool.

An excellent method to check if your CPU temperature is running cool is assessing ambient temperature, which is also referred to as room temperature. 

Room temperatures measuring around 22 to 24 degrees Celsius (71-75°F) is considered to be normal CPU temp. If the computer’s hardware operates at 10 degrees Celsius higher than the ambient level, it’s still considered safe enough.

The 3600 runs fine with the stock cooler if you don't OC.

What temperatures are to expect if you OC it with another cooler? Example Noctua NH-D15?? Idle and load? (Understand if you don't know that on top of your head lol)

Idle 30c-35c. Depends on your ambient temperature. With your OC it just depends on your voltage. 100% CPU usage would net you 80c, at 1.35v with an all core clock of 4.2, but that's not normal usage and Cinebench does not reflect that. Average CPU usage while gaming would be 55% or so with temps at 70c-75c.
