CPU and//or GPU Bottleneck or something else?

Probably

Gave my old system to a cousin who mainly does racing games.

Though he is complaining about the Utilization not looking right...

Could someone tell me if this system is suffering a bottleneck or not:

And if not a bottleneck -what could be causing this?

Note 1: Fresh Graphics Card driver installed.

Note 2: Have not messed with the Nvidia Control Panel.

Note 3: Resolution is 1600x900 and Medium settings

What is that game, and try opening task manager, going to performance and cpu, so you can see all of the core utilization, play the game for like 1min, then check if all the cores are being used, as many older games aren't optimized for many cores.

his single core bottlenecking.

I Use my knowledge as business owner and self taught technician aswell as an AI to help people. AI might be controversial but it actually works pretty well 90% of the time.

You might be able to get a little bit of performance by overclocking, but I don't know how good your mobo is, and how these chips handle overclocking, also don't know how good cooling it has.

It is an FX processor overclocking may not matter that much.

As to cooling it can take quite a bit:
