For the time being the game still uses a single core, multi core optimization is coming but it will arrive when the new server side environment destruction rolls out which happens some time after patch 9.0(8.11 is current). You need a CPU that has good single core performance so Intel is the way to go. As far as the graphics are concerned it doesn't take much to run the game, the GTS 250 that I have in my other rig can get a solid 30FPS so anything newer should be more than adequate. For a budget GPU I would suggest the GTX 750 Ti but I would suggest getting a 760 as the new graphical updates that are coming in 9.0 are sure to increase the requirements as the update is going to be very extensive.

 

For $500 a quad core intel build is tight but doable if you don't count the OS into the price.

If you drop the i5 for an i3(which still works perfectly for WoT) you can get a 760 in just over budget.

If you're willing to lose some performance by getting an AMD CPU instead then you can get something like this which is just slightly over budget

If you drop the 760 and get a 750 Ti you can get an FX-6300 with 8GB of RAM instead of 4GB and a better case and PSU.

All of these would work fine but the new graphics update coming in 9.0 and the physics update coming later make the performance of these systems at max settings mostly unknown. You should save a bit more money and consider building something for around $800-900.

 

With a budget around that you can get an i5 and a 760 with an SSD and an OS for just over $900.

World of tanks currently uses single core performance. But the next patch it will support multiple cores. I don't max world of tanks with my build (see signature).

next patch will be released in about ~3 weeks. It will use multicore then.
