TLDR; if i have 88 cpu pcie lanes will the motherboard maker try to use the cpu lanes first for the motherboard by confirguration, if the motherboard only supports cpus with 64+ direct pcie lanes (threadripper)

Do motherboard makers generally attempt to use as many PCIe lanes from the cpus as they support,

if a CPU is special and supports 36 direct CPU lanes, would the motherboard producer attempt to use all first based on the most important stuff such as the gpu,

since i heard ryzen threaripper can support 88 pcie lanes from the cpu (not sure if it also includes the motherboard pci-e lanes) so if i use a motherboard that supports STVR4 will it try to use the CPU lanes as much as possible under confirguration
