so i have the ryzen 5 3600xt at asus rog strix b450-f gaming and my cpu works at really high temps like 70-75 degrees at gaming i checked the cpu settings and the cpu is clocked to 4.6 max with 1.5v at idle have 50 deegres what can i do ? 

i usually set the manual clock and reduse the voltage and mhz but is it normal to run at 4.6 ??? cuz it says that max boost clock is 4.5 already reset the bios btw.

70-75 is not a really high temp by any metric, especially if you're putting 1.5v through it. If you wanted to reduce temps, you could try to reduce voltage, but you might need to step down your overclock for it to be stable.

the problem is that i never overclocked it. its like that from the first time i booted the pc and i really want to keep it 4.5ghz until i buy liquid cooler so i can actually oc it at 4.8/5.0ghz

In that case, don't worry about it until you get that liquid cooler. But 70-75C isn't a bad temp at all under load. When you actually overclock, you're definitely gonna want to step your voltage down somewhat.
