CPU Temp low but Utilization High

When I start a game like minecraft my cpu temp is low and normal but my utilization spikes to 100 then lowers. Is this normal?

Could mean you have a bottleneck. What gpu?

gpu is a gtx 2070 and

Cpu is a i7 8700

This would be a short burst of processing, probably from loading. Don’t know why a low temp under load seems to concern you, perfectly normal for short term bursts to have lower temps depending on the architecture and cooling system

 

edit: to clarify I mean the cpu unpacking textures etc and loading things into memory for quick access of the program you just started

Yeah it could be a slight bottleneck. Other than that it’s perfectly normal.
