Might be a little loud, will likely run at 100%

If you do go this route get low RPM Fans...

Just get a proper 10$ fan controller. You know ones that adapt from a fan header instead of molex? Otherwise fans will be loud and run at 100% something like this: https://www.amazon.com/Endlesss-Splitter-Sleeved-Cooling-Computer/dp/B088D6S949/ref=sr_1_5?crid=38KIZH13DAI9Q&dchild=1&keywords=fan+splitter&qid=1611681936&sprefix=fan+spl%2Caps%2C272&sr=8-5

Can you control the fan speed with this?

Decided to buy this one https://www.amazon.com/Splitter-Sleeved-Adapter-Computer-TeamProfitcom/dp/B07JZCP1NJ. But do these fan hubs work on all pcs?

Yeah literally just plug them in to a fan header and boom that fan header is not split into multiple fan headers. All fans plugged into that splitter will run at the speed set on that fan header and will be seen by the system as 1 one.
