It dependes of the psu i have a friend with an 3080 on a Corsair rm650 ,and hás no issues, on my system i tested bouth 3080 and 6800xt ,Also testes One 6900xt and i have a 750w Corsair rm series ,never had any issue. 

32gb RAM 

Ryzen 7 5800x 4.7 GHz @ 1.275v 

 

but first test the system if you got crashes ,restarts etc you know its the psu that cant manage.

however if you got the Money buy a 750w ir 850w i recomend a Corsair or seasonic

P650B is a bad psu for such a system. You don't pair a $1000 gpu with a $50 psu. That's asking for problems.

While you could get away with a 650W PSU the P650B is not great, to be clear it is also not terrible. 

 

Ranked as a Tier C PSU on the tier list, if it was me I would for a quality 750W Tier A PSU to play it safe. But you might be 'okay' using the PSU you have. You just have to ask yourself if you are fine with the potential risk. With sustained loads for longer periods of time it could damage other hardware in your system if you encounter voltage ripple issues etc. Considering the cost investment of your GPU it is not a terrible idea to upgrade the PSU.
