5950x & windows - Mouse Stuttering

Hey i just converted from intel to amd and so far it hasn't been too friendly.

 

I have this extremely painful mouse stuttering that appears sporadically after the 1 sleep cycle.

im on a clean windows install and all the latest updates for everything. 

It doesn't stutter when you are inside say a game engine playing a game. 

If you drag a window around it's all smooth but moving the mouse alone is like its 15fps or something crazy. 

 

Have anyone had this problem?

Dont think i had this issue on my intel system. prob. one of those bugs that will never be solved
