If you want better performance, enable XMP if not already.

I have xmp disabled, thank you this is the answer I was seeking. I assumed I couldn’t get a better all core clock than PBO.

You can, but it's hardly worth exceeding the FIT voltage an increase degradation through brute force of running too high of a voltage to achieve some all core OC that is only 100mhz better and the gaming difference would be low. 

 

You will get considerable performance gains just by enabling XMP, so that should get your FPS numbers up quite a bit in comparison to just OC the cpu manually.
