GPU keeps caching shaders

Anyone  know why it seems like my gpu keeps caching shaders  even though I have the shader cache turned on in the Nvidia control panel. also have tried resetting all overclocks and all bios settings and nothing seems to be working.

How odd. Well, maybe you should turn it off then if you don't want shaders to be cached... 

 

Also where do you even see this, what program are you using that tells you about shader cache? 

 

But yeah, tldr, you can turn it off. it makes no sense but you can.

I have a 1070 and a i7-8700k.

ther is no program i am using to tell me about the shader cache it just seems like the every time i lode into a game it is caching shaders, after about 1 min the performance is as it should be.
