Ryzen 3700x wont turn on

I decided to swap my Ryzen 5 2600 for a Ryzen 7 3700x.

The system will not turn on, its like there's no power at all, the only thing lit is the GPU led when the PSU is switched on.

Replacing the 2600 and it fires up as normal. I tried a 3600 which also works as normal.

Put 3700x back in, nada.

The mobo is an MSI B450M pro m2 max. Said to support this cpu, and works ok with the Ryzen 5 3600.

The cpu looks fine. all pins appear ok.

I quickly benched up my msi x570 gaming plus (the crap one) with a new tt grand 650w psu. Same problem. Wont work with the 3700x.

Is there something specific I need to do with a Ryzen 7 3700x that could cause this problem , or, is the cpu dead?

When swapping Cpu, you should clear cmos.

 

If it still doesn't post, then you clear cmos, install the 2600 and then update the bios.

Sounds like a dead processor, unless both motherboard BIOS's don't support the 3700X.

Thanks, sorry, maybe I wasn't clear. Its not the usual no post problems.

It simply doesn't turn on, there is no power at the PCB on switch.

 I have also cleared CMOS several times. I have spent a few hours on this and coming to the conclusion that the cpu is faulty. However, I thought I would post here and see if anyone else had same issues with this CPU.
