Getting unplayable FPS on Warzone and Cold War but older games look amazing. Bottleneck issue? Please help.

Hi, 

I recently got a nvidia 3070 after my msi 970 was on its last legs and dying a slow death. When I load up Cold War, I get an unplayable fps (about 45-50 fps per game) but older games run fine (like rainbow six siege). I think I know but I believe it has to do with my CPU and bottlenecking. Specs are down below. Any help or suggestions or ideas are greatly appreciated. Also if it is my cpu that is causing this, please feel free to suggest upgrades that would pair well with my new 3070 (as well as ram and mobo). 

 

i7 4790k

Nvidia 3070

16 gb ram

Asrock z97 killer mobo

I would run an app like MSI Afterburner and use their overlay to see if the CPU is bottlenecking the GPU
