Yes, GPU is needed to get a display, the 3800X has no integrated graphics.

 

Yes, display is needed to install Windows. 

Corps aren't your friends. "Bottleneck calculators" are BS. Only suckers buy based on brand. It's your PC, do what makes you happy.  If your build meets your needs, you don't need anyone else to "rate" it for you. And talking about being part of a "master race" is cringe. You will need to have a GPU in order to do anything with the computer. It won't work without one as your CPU does not have integrated graphics.

that's the best you can hope for around your budget. with the current lack of cards on the market the prices are inflated

In your budget rx5600xt should be an option. there is one big issue due to covid, manufacturing issues and new wave of mining, all the cards are out of stock or massively overpriced. This is a very bad time to buy a new card. If I were you I would try to get something cheap and used for now and wait till the situation becomes stable again and availability returns to normal situation (possibly this summer)
