No video unless reboot

Just like it says.  I recently  upgraded everything except except my power supply and graphics card but now when I boot the PC it "sounds & looks" like it boots, but the MB lights for CPU and DRAM light up and no video to the monitor..  If I wait one minute, then hit the restart button on the case, it reboots and everything works just fine then.  

 

Things I've done:

Switched PCI slots of the graphics card, removed the SSD, removed the RAM, unplugged the other drives I've attached, completely reformatted & reinstalled windows.  Also jumped the CMOS.  BIOS is updated to latest as well now.

 

I've double, triple, and quadruple checked all the connections and swapped power cables around too just in case.

 

If I shut down the computer then come back in 5 minutes and turn it on it will turn on just fine.  But wait a bit longer and same issue.
I'm just at a loss now, but I'm not super duper smart tech guy.  Just a slighty tech guy.
