How to manually lock a game's frame rate?

So I've started playing the original Watch Dogs and the game has quite some issues, although I'm always having issues with Ubisoft games in general. So for this game I've noticed some audio issues that I managed to fix by playing with the audio settings, then I saw that the game crashes sometimes when you change the resolution so you need to restart it everytime that happens. The most annoying issue is with vsync and frame rates. While the menu shows that the frame rate is capped at 60 and there's no way to go higher, it's not the case. The frame rate is at 300+ fps in the menus and above 90 in gameplay, and it fluctuates quite a bit. So regardless of the resolution, I can only lock it at 30, which isn't ideal and I have headaches after every session so I think this might be the cause.

 

So in summary, even with vsync enabled, the 60 fps cap is ignored by the game. So I tried to use the Radeon settings and enable vsync from there but it didn't change anything. What else can I try to manually cap the frame rate at 60?

Alright so this did the trick, so thanks for that. However I'm noticing some stuttering for about a minute when the game starts or when I switch between programs.
