Explorer crashing when moving files on Windows 10 Pro x64

I'm having a peculiar issue after reinstalling my Windows 10 Pro via a System Reset. When moving files around on my computer via Explorer window or via Explorer, I have the issue that my screen will flash, but will not actually move the file.

 

Cutting and pasting doesn't seem to work, gives same whiteout effect/Explorer crash.

 

Issuing a MOVE file command via Command Prompt, however, will move the files fine.

 

I've attached a gif to this post, as I've never heard of this happening before, and figured it would assist in showing what I mean.

Experience    Windows Feature Experience Pack 120.2212.551.0

Processor    AMD Ryzen 3 1300X Quad-Core Processor             3.50 GHz (stock)
Installed RAM    16.0 GB

Kingston 480GB SSD and SeaGate Barracuda 4TB HDD, issue present on both drives.

No BIOS upgrades available.

This doesn't look like a normal file explorer window, so start by removing whatever addon you have for that?

It's Clover, but it doesn't impact anything. I did try uninstalling it completely and tried again, only to have the same issues popping up.

Every folder, every file. It doesn't matter if it's the SSD to SSD, HDD to HDD, Downloads to a subfolder in downloads, etc. Nothing.

 

Just ran sfc /scannow on the suggestion of a fellow tech, getting an answer of: Windows Resource Protection did not find any integrity violations.

You can try the 

DISM /Online /Cleanup-Image /RestoreHealth

 

Also in an admin command prompt

Well, I ran the registry file, got the dump file, and am waiting for WinDbg to give me some kind of answer...

 

EDIT: Found it! TeraCopy was crashing on run, and could not move the file! Uninstall and reinstall got the proper .dll file it needed not to crash. Thanks for the help!
