Hello, my minecraft is using 6.4gb/8gb, I reinstalled java I am using vanilla for testing and it's chuggin  from 60-130 fps in single player from 20-70fps in multiplayer 

I got I7-6700

gtx 1060 OC

ssd, hdd plenty of space

16gb

Okay guess that's not the issue. One thing you could check (though I'm not sure how) is if minecraft is utilizing your CPU's integrated graphics or your GPU. Your GPU usage while playing does seem surprisingly low even for minecraft.

 

You could also download optifine and see if that boosts your fps.
