PC wont boot HELP PLEASE

ok so I just installed a 80 plus bronze 450w bequiet PSU and when I power on my pc there is a loud sound, basically like a jet engine from one of the fans, now Im not sure is it the cpu the gpu or the psu fan but have in mind the psu is new nothing else, everything else worked properly with the old psu. Please help

Have you tried plugging in your old PSU back up and seeing if the system works with it? Could be that the PSU is DOA.
