Is PhysX disabled? it'd kill fps on a AMD card.

 

Its a pretty demanding game as it is. Could be the CPU is holding it back.

My friend is having some performances issues in Metro: Last Light. 

He's playing a 1680 x 1050 and getting around 16-20 FPS on high settings with AF x4, Motion Blur Normal, SSAA Vsync and TEsselation are all off.

His specs are 

AMD FX-4130

8 gb DDR3 1600 Ram

r9-280x

Windows 7 HP x64

 

Any suggestions you guys could give?

Everyone seems to be having issues with that game when it went on sale...strange.

This is very weird...

 You should be able to run it fine.

Update or downgrade drivers?

Was PhysX. Apperently they keep the option for it in the "Gameplay" section of the option instead of graphics so he never saw it.
