Performance went down overnight???

First off, I'm completely new to the forum so I don't really know where this discussion should belong. I've been watching LTT videos for several years though just never found the reason to join or look on here.

So, as for the topic title. One night I'm playing my games just fine performance is great, frames are high, and a smile on my face. Then I'm done for the night turn my PC off everything all normal. The next day I turn it on and launch my game and get into a match and boom it like my performance was cut in half. Every game I tried performance is basically in half. Now to the nitty gritty. 

 

The games I played and tested: (What they used to run at vs. what they run at now)

-Call of Duty BOCW Ran at least 170fps smooth as ever. Now will not get above 65ish and stutters a lot

-Destiny 2 (Depending on location) 140-180. Now cant get above 40

-Cyberpunk 2077 I could get at least 50-60 (Which is considered good for that game at the moment) and it was smooth and not choppy. The thing with this game is I Still get 50-60 but it stutters like a son of a gun.

Counter Strike GO Would run at 200-300 fps smooth. Now cant get above 100 and once again.... Stutters.

 

Here is the other thing that's interesting. I recently upgraded my PC with all new components except for the GPU. I copied my OS hard drive and all files to an M.2 SSD. However all these numbers came from my old rig which I will list everything below now.

 

OLD

-MB Gigabyte GA-AX370-Gaming

-CPU AMD 1800x

-GPU EVGA RTX 2080 super

-RAM 32GB Corsair Vengeance 3000MHz (4x8gb)

-PSU EVGA 750w

 

NEW

-MB ROG Strix B550 E 

-CPU AMD 3600x

-GPU EVGA RTX 2080 super

-RAM Corsair Dominator 3600MHz (2x16gb)

-PSU Corsair RM1000X

 

I've Checked into all the drivers on both the new and old rigs. I've looked into v-sync, g-sync, and refresh rates. My monitor is the new ROG 360hz set at 360hz refresh rate in all locations. I can't find anything that would help my issue. The GPU is only about 5 months old/used it was new out of the box. Again all those prior frame rates were on my old rig. Is there any scanner for like malware or virus or something like that I'm missing. I also looked into background processes, apps and features, uninstalled a  bunch of stuff (just games and other programs I wasn't using anymore, not drivers or random stuff that I didn't know what it did).

I suggest just reinstall windows for somthing like this.

With everything fresh, you can look for hardware problem if it happens again.

Was Windows Update running? My Stellaris game just shat itself last night, turns out Windows Update was running. Rebooted, told the 'upgrade' to wait, and it sorta fixed itself.
