Plugged in with hdmi on motherboard. Monitor Is working and on right input, lights on keyboard do not light up. Motherboard was open box.

Open box...ok, so two options:

(1) The BIOS is old and doesn't support the CPU, as @Bartholomew97 suggested

(2) the mobo is bad

Now, *some* mobos allow you to flash the BIOS to the latest version without having the CPU installed, but you'll have to read your manual to see if this is possible.

I tried every RAM combination, made sure everything was plugged in and tried both gpu and internal graphics outputs but it’s still not showing anything on screen. Tried both my monitor and TV. Motherboard is Gigabyte B450M D3SH, CPU is Ryzen 3 3200G, ram is 2 pny 8gb sticks (16 total) amd gpu is amd Radeon RX 580. It is powering on and it does have a cmos battery. Don’t know if bios is updated but I don’t have an older Ryzen to do this with

Does the mobo display any codes on the board itself, that may give you an idea of what's going on?

Ok, Let's start with removing the GPU and 1 stick of RAM, and any drives attached to the SATA ports.

Power on, let me know what (if anything) happens.

That bios isn't compatible with that cpu unless it's upgraded. You're going to need a compatible cpu, flash a new bios and then re-install your current cpu. You will need bios version F40 or newer.

Nothing happens, just says no signal

Ok, step (1)

Are you certain the monitor works?

(2) How is it plugged into the PC?

(3) Is the right output selected on the monitor?

(4) If your keyboard is connected, and you press the CAPS lock, or NUM lock keys, do the corresponding lights light up on the keyboard?

This is true, but that BIOS was released in 2019, chances are the mobo the OP has, already has that BIOS version on it, assuming he bought it new.

It is however, a solid option to consider.
