Lag/Stutter when dragging windows

When i drag windows there are some contstant lags/stutters that only happen at the top of the display, if i do the same thing i little lower on the display it's perfectly smooth. Also i noticed that this happens only on applications that use Hardware Acceleration like Microsoft Edge, when i disable Hardware Acceleration the issue disappears. Plz help

Windows 10 20H2 Latest Updates

Almost sounds like ghosting. can you try another monitor?

No problem on my old monitor. Also, i installed Firefox and the issue dissapeared. Seems like a problem with Hardware Acceleration and the Nvidia drivers
