Blinking Taskbar At Login After Boot

This issue has been bothering the hell out of me for the past 3 months and I've searched and searched and searched and found nothing that has worked.  Whenever I restart or power on my PC from cold and scan my fingerprint to log in, the taskbar repeatedly flashes and I cannot do anything other than CTRL + ALT + DEL and such.  Running SFC scan during the error sometimes corrects it but not usually.  I've nuked my PC numerous times trying to correct this and after a clean install, everything is fine for about a month and then it starts again.  I see other people online reporting the same exact issue but no real resolution is to be had anywhere.  The one thing I thought it could be for sure was I was using a KMS activator for my Win10.  So I bought a legit activation key, nuked everything and started from scratch twice now.  Same issues.  I've disabled all startup programs I found something in my deep searches in disabling an initial malware detection Windows does and delaying it and that worked ONCE.  I'm at a loss because I just dumped a lot of money into this build and it's really frustrating.  It even happened to my MSI GE75 Raider a couple of times but not every single time like my desktop does and the MSI hasn't done it since probably September.  Any suggestions or anyone who experienced the same issue and fixed it, PLEASE HELP!

I have a feeling it has something to do with Xbox Game Pass and the Xvid drives it creates because 9 times out of 10 when I try and launch MCC it fails until I reboot.  All other Game Pass games work just fine but MCC is always a pain in the ass (probably because it's the one I enjoy most).

when you try to open start menu does it just blink and flash as well? I am pretty sure my kids 2 pcs have both been having this same issue recently but my work and gaming pcs have not.

It seems to go away with a restart but then it comes back. I am not sure what the cause is yet.

P.s. what is MCC?

My start menu works fine once the PC actually stops flashing and becomes functional.  The computer is perfect once 5 or 10 minutes has elapsed enough for the computer to break its weird flashing cycle.  MCC = Halo:  The Master Chief Collection
