GTA IV Problem

just finished downloading GTA IV, but when i go into the game it sets it to 600p and wont let me change any graphics settings, anyone know how to fix this?

If you have it on Steam, try writting "-nomemrestrict -norestrictions" (Without the quotation marks) into Set Launcher Options. This should let you change all the graphic settings freely.

Well i get a glitch where it does that upon startup, the only way I found to fix it is too keep re-opening the game until it fixes it, of course I have already been able to set the resolution in the settings but it ignores those settings completely.
