No. Cache is basically onboard memory that temporarily keeps certain data so that it can be quickly accessed so the hdd doesn't have to call for the info as often and slow down the system.

There should be separate specifications that will tell you what the rated read/write speeds are.

Hard Drive Cache known also as the (Disk Buffer/ Cache buffer)

 

Is just a small amount of memory "RAM" that the HDD can use to store information on a tempory basis while the disk read/write head is busy doing some other task.

can also be used to store small system files that the HDD uses frequently to speed up the process as in computing terms reading from a disk is quite slow compared to memory.

It has almost no effect of performance with modern HDDs.
