weird fps drop

Hey guys, so I juts built a pc. But there is one issue about it, the frame drops to 30 from 200 only for a second in 5 mins. I have resetted my pc to factory settşngs and that did not fix. My specs are:

Ryzen 5 3600x (i think it happens because fo cpu somehow)

Gtx 1660 super

500gb nvme m.2 ssd

2x8gb 300mhz ram. 

Msi b450 m a pro max,

and watercool for cpu

Are your drivers updated? Is your RAM actually running in XMP and dual channel? Are your temps okay?

yes I have a water cooling
